VIVA PROGRAM

Vital Interim‑Care for Veterans’ Animals 

How does it work?

Through the VIVA Program, To The ResQ provides temporary emergency care for the pets of Veterans who must enter the hospital, seek mental health treatment, or navigate an unexpected crisis. For many Veterans, their pets are a lifeline, offering comfort, stability, and emotional support. When a medical emergency arises, the fear of having nowhere safe for their animals often leads Veterans to delay or avoid the care they need.


VIVA removes that barrier. We provide safe boarding, food, supplies, and veterinary care when needed, ensuring every pet is protected while their person focuses on healing. No Veteran should ever have to choose between their own wellbeing and the safety of their beloved companion.


Through the VIVA (Vital Interim‑Care for Veterans’ Animals) Program, To The ResQ provides temporary emergency care for the pets of Veterans who must enter the hospital, seek mental health treatment, or navigate an unexpected crisis. For many Veterans, their pets are a lifeline,offering comfort, stability, and emotional support. When a medical emergency arises, the fear of having nowhere safe for their animals often leads Veterans to delay or avoid the care they need.

History of the VIVA Program

The VIVA program began in 2018, when a Veteran needed temporary care for his two cats while receiving treatment at the VA Hospital in Martinsburg, WV. Dottie Kracke—married to a Navy Veteran and a longtime cat rescuer—stepped in to foster them. During that time, she learned that the Veteran was unemployed, struggling with depression, and facing homelessness.


Thanks to successful treatment and additional support, he was able to secure stable housing and was joyfully reunited with his cats. He expressed deep gratitude to the Kracke family, sharing that knowing his pets were safe made it possible for him to commit to and remain in treatment.


Since that first experience, John and Dottie Kracke have continued to help Veterans by arranging foster care or coordinating kennel services when needed. Recognizing the importance and uniqueness of this service, To The ResQ has formally adopted and expanded this mission. Today, we provide grants to cover boarding or pet‑sitting costs, ensuring that no Veteran has to face a crisis alone or worry about the safety of their beloved animals. 

What does it cost?

Veterans will never be charged for the care their pets receive through the VIVA program. However, if a Veteran has the financial ability to contribute toward food, boarding, or supplies, we may invite them to do so. No one is ever turned away based on their ability to pay. 

How do I apply for a VIVA Program grant?

Veterans entering treatment who wish to apply for a VIVA Program grant for their pets are encouraged to reach out by emailing info@totheresq.org. We’re here to help ensure your pets are safe and cared for while you focus on your health.  We are honored to support the brave men and women who have served our country, and we believe they deserve the same loyalty and care they show their beloved pets.
